Status of Nonbelievers in the Qur'an

People may claim that atheists are "militant" for daring to criticize theistic religion and even suggest that perhaps it would 
be better if religion died off, but you don't find atheistic philosophies teaching the positive value of killing believers. Theistic
 religions like Judaism, Christianity, and Islam do, however, contain quite a lot of violent teachings and traditions – including
 some about how to treat nonbelievers. Why?

Tax Exemptions vs. Church Political Activity

Although there are a great many benefits which accompany becoming a tax exempt charitable trust, there is one significant 
drawback which has caused quite a bit of debate and not a few difficulties: a prohibition on political activity, specifically 
participation in political campaigns on behalf or any particular candidate. It is important to understand that this prohibition 
does not mean that religious organizations and their officers are cannot speak out on any political, social, or moral issues.
 This is a common misconception, which some have capitalized on for political purposes, but it is absolutely incorrect.

No Political Campaigning

Unfortunately, not all churches and religious organizations have been content to live within the legal rules. Quite a few
 have attempted to evade the rules, either secretly or very openly, in order to allow churches and religious groups to 
participate actively in political campaigns even while retaining their charitable tax-exempt status. 

One of the earliest (and only) cases where a religious group had to be sanctioned by the IRS involved Christian Echoes
National Ministry. Founded in 1951 by Dr. Billy James Hargis, it engaged in a wide range of political activity, all the
way up to endorsing Barry Goldwater for president in 1964. That year the IRS revoked their tax-exempt status,
an action which was affirmed by the Tenth Circuit Court in 1972.
For the most part, however, the IRS has done little in reaction to religious organizations, which have crossed the
line into explicit political advocacy. In 1980, the abortion-rights group Abortion Rights Mobilization had to sue the
IRS to try and get them to take action against the Roman Catholic Church over the fact that many parishes had
openly endorsed anti-abortion political candidates for office. The case was dismissed on procedural grounds and its
merits were never ruled upon.
In 1991, the IRS investigated Jimmy Swaggart and found that he was guilty of violating IRS rules because he had
twice endorsed Pat Robertson for president. There was no fine, the tax-exempt status of his ministry was unaffected,
and all he was asked to do was sign a pledge not to do it ever again. After that, however, the IRS seemed to start
acting a bit more proactively.
In 1993, the IRS investigated Jerry Falwell and found that his Old Time Gospel Hour had illegally funneled money
towards a political action committee, which, in turn, had given money to conservative political candidates. This time,
there was a $50,000 fine and the tax-exempt status for the organization was revoked retroactively for the years
1986 and 1987, the time when the violations occurred.

Also in 1993, the IRS investigated a small church in Binghamton, New York (the home church of radical anti-abortion
activist Randall Terry, by the way). Pastor Daniel Little had been so outraged over the candidacy of then-Arkansas
Governor Bill Clinton that he and his congregation took out a full-page ad that ran in USA Today and The Washington
Times. With the headline "Christian Beware," it accused Clinton of supporting "policies that are in rebellion to God's
Laws," along with other vituperative attacks on the Democratic party and liberals generally.
It ended with the question, "How then can we vote for Bill Clinton?" just before it solicited "tax-deductible donations"
to help fund even more such advertisements (and it did result in hundreds of contributions from all across the nation).
This was perhaps one of the most blatant abuses of a church's tax-exempt status that the IRS had ever seen, and it's
no wonder that it attracted quite a lot of attention, both positive and negative.

Eventually, in 1995, the IRS revoked the church's tax-exempt status — but the church sued the IRS to get it back, 
with the help of Pat Robertson's American Center for Law and Justice. Both a Washington, D.C. district judge and 
Circuit Court of Appeals in Washington, D.C. ruled in favor of the IRS, however, dealing a symbolic blow both to 
the church and to Pat Robertson.

metaphorical? The problem lies in misrepresenting atheism as if it were a belief system. If that were true, it might 
theoretically be possible to think that atheism does the things described -- but from a false premise, false conclusions

not adopt the American-style presidential system some reformers have been advocating. The general consensus in
 Israel is that the current system of proportional representation and large, unwieldy governing coalitions is not working.
 The proposed reforms are designed to promote stability, strengthen the executive and legislative branches, and
 reinforce the separation of powers but without abandoning the European-style parliamentary system.

 Israel, not Hezbollah, was to blame for most civilian deaths during last year's Lebanon war, Human Rights Watch said. 

In a scathing report issued Thursday, the New York-based watchdog said its investigators had determined that 

Israeli air force and artillery shelling caused most of some 900 Lebanese civilian deaths during the July-August 

conflict. It rejected Israel's argument that Hezbollah invited the heavy toll by operating among non-combatants and thus turning them into "human shields". 

Hezbollah made efforts to avoid populated areas, Human Rights Watch said, although it noted several occasions 

of guerrillas "endangering" civilians by firing rockets from, or storing weapons in, Lebanese towns and villages. 

The report further faulted Israel for attack political and charitable arms of the Iranian-backed Shi'ite militia. 
"Hezbollah fighters often didn't carry their weapons in the open or regularly wear military uniforms, which made 
them a hard target to identify," Human Rights Watch executive director Kenneth Roth said. "But this doesn't 
justify the Israel Defence Forces' failure to distinguish between civilians and combatants, and if in doubt to treat 
a person as a civilian, as the laws of war require."

A California film festival repudiated an announcement that it would ban Israeli movies.

Jennifer Hsu, director of the San Diego Women's Film Festival, reportedly issued a statement supporting a ban 

on Israeli films during the festival, scheduled for the first week of October. But the board of directors of the San

 Diego Women's Film Foundation, which sponsors the festival, repudiated those remarks in a statement published 

on the foundation's Web site. 

"We are pleased that the Film Foundation recognized the festival director's errant behavior and has moved 

expeditiously to correct the injustice of excluding Israeli filmmakers," said Tad Seth Parzen, president of the 

American Jewish Committee's San Diego chapter. 

The board of directors apologized for Hsu's statement, which it said was made without the board's consent.

"For the record, the San Diego Women Film Foundation and Festival is NOT boycotting Israeli films," the 

statement said. "We are hopeful that filmmakers from the Israeli community will continue to submit films. Actions

 regarding the festival director will be dealt with internally."

A DePaul University professor who suggested Jews have exploited the Holocaust for political gain has resigned.
Norman Finkelstein quit after the university canceled his only remaining class. Finkelstein and DePaul announced the
resignation in a joint statement Wednesday, the day Finkelstein had vowed to present himself at his office and
commit an act of civil disobedience if denied entrance. Finkelstein would not disclose the terms of his departure.
Finkelstein had drawn ire for his trenchant criticism of Israel and suggesting that the legacy of the Holocaust has
been exploited. Earlier this year Finkelstein was denied tenure at DePaul after a public campaign waged against
him by Harvard Professor Alan Dershowitz.
Some see in Finkelstein a courageous truth-teller suppressed for failing to toe the party line.

Dozens of truckers rallied at Mexican border crossings in California and Texas Thursday to protest a pilot program
to allow up to 100 Mexican trucking companies to haul their cargo anywhere in the United States.
Carrying signs reading "NAFTA Kills" and "Unsafe Mexican Trucks," a few dozen protesters circled in the heat for
two hours at Laredo's port of entry on the U.S.-Mexico border.
"What do we want? Safe highways. When do we want them? Now!" they chanted.
The U.S. Transportation Department said no Mexican trucks had arrived under the program as of late Thursday
afternoon. But 38 Mexican firms were poised for U.S. permits, said Melissa Mazzella DeLaney, a spokeswoman for
the Federal Motor Carrier Safety Administration, which regulates truck safety.
The Teamsters union, Sierra Club and watchdog group Public Citizen sued to stop the program, arguing there won't
be enough oversight of drivers, but a federal appeals court ruled the Bush administration could move ahead.
Government lawyers said the program is a necessary part of the North American Free Trade Agreement and the trucks
would meet U.S. regulations.
Near San Diego's Otay Mesa border crossing, dozens of truckers led by the Teamsters mixed with anti-illegal-immigration
activists. Business was uninterrupted, said Lt. Hector Paredes of the California Highway Patrol, which inspects about
3,000 trucks a day at the crossing.

A team of demographers from Manchester University has claimed that the number of white people living in Birmingham

Geiger counters were a hot item in this small town a half century ago. Nearly every business, including the pool hall,
sold the instruments to wannabe uranium prospectors.
"People weren't worried about it then because they had no idea what it was," said Barbara Thompson, a Belfield
resident for nearly 60 years. "Now we know what it is and what's going on."
What's going on is a renewed interest in uranium exploration in the West. Worldwide demand for nuclear power
pushed the price of uranium from roughly $7 a pound in 2002 to about $135 by midsummer. It dropped to around
$90 in late August.
North Dakota state geologist Ed Murphy said his office is beginning to field inquiries from mining companies interested
in staking new claims — the first since the state's uranium mines shut down in the late 1960s.
"We've got a lot of people looking," he said.
Many locals wish the radioactive element had never been found in their backyards. They lament the environmental
damage caused by the unregulated uranium mines and fret about lingering threats to their health.
Some accused the mines of causing livestock to glow and humans to die of cancer. Health officials have said they found
no evidence of either. An industry representative agrees that uranium mining companies are grappling with their past.
"There are legacy issues," said Jon Indall, attorney for Uranium Producers of America, a trade group that represents
more than a dozen companies.
"We're willing to work with states and everybody else to make sure it's done right this time," he said. "We feel it can be
done in a safe manner."
Cory Smith, 36, who ranches near Belfield, said he was approached in early August by a speculator wanting to lease
rights for uranium exploration.

"I wouldn't take a million dollars," he said.
Both of his grandfathers, who had uranium mines named for them, died of cancer at a young age, Smith said.
Another rancher in the area, who had a mine named for him, also died young of cancer, he said.
No studies have been done on the number of people in the area who died of cancer, said Dave Glatt, a state Health
Department official. The region's sparse population — Belfield has only about 880 residents — renders any attempt
to link cancer to uranium mining statistically inaccurate, he added.
Federal Department of Energy studies determined "that the health risk was low related to those sites," Glatt said.
Uranium was mined from at least nine sites in southwestern North Dakota. The exact number is unknown because
of poor record-keeping by the state and by mining companies, Murphy said.
Mining companies burned lignite, often called brown coal, to reach the uranium within it, Murphy said. Companies

used old tires or diesel fuel to ignite the open pits. The uranium-laden ash was then shipped to Utah, Colorado or
South Dakota to be processed further, he said.
Uranium mining nationwide predated federal regulations. North Dakota adopted regulations in 1968, a year after
uranium mining stopped in the state, Murphy said.
Lesley Fritz, 92, said he's proof that the mines did not cause cancer in everyone who lived near them. The Fritz
Mine near Belfield bears his name. However, the mines did have an affect on local cattle during the 1960s, he said.
"You could see a different tinge to their hair color," Fritz said.
Stan Soderstrom's late father, Stanley, said in a newspaper article in the early 1970s that his sheep "glowed a blue hue"
and he suspected uranium mining was the cause.

"I believe it caused a lot of health problems but I've never been satisfied with the answers," Stan Soderstrom said.
"A lot of people are still complaining about the long-term effects."

All but one of the known uranium mine sites in North Dakota have been cleaned up, said Jim Deutsch, who heads
the state's Public Service Commission's reclamation division.
"We didn't get access from the landowner to go in and reclaim it," he said of the remaining site.

A total of 460 acres was reclaimed, at a cost of $3.2 million, he said. The work was financed by a federal abandoned mine reclamation fund, supported by a tax that coal companies pay. North Dakota's mines produced about 592,000 pounds of uranium oxide while they were in operation between 1962 and 1967, Murphy said. New mines probably would produce a greater amount, he said.

Any new mining would involve a process that uses chemicals and water to leach out uranium and pump it to the
surface. None of the mines would become burning pits — a process Murphy calls "an environmental disaster."

The Ottoman experience proves that anti-Semitism is an old Armenian habit. The main reason for anti-semitism

among the Ottoman Armenians was mainly religious biases. For the Christian Armenians the Jews were in great sin.

It was a common belief among the Armenians that the Jews slaughter young Christian Armenians and use their blood

at the Passover feast. In Amasya province for instance local Armenian priests and notables claimed that an Armenian

woman had seen Jews slaughter a young Armenian boy and use his blood for religious purposes. Stanford J. Shaw

describes the following events:

'Several days of rioting and pillaging and attacks on Jews followed, with Armenian mobs devastating the Jewish

quarter of the city, beating men, women and children alike. The Armenian notables convinced the local Ottoman

governor to imprison several Jewish leaders, including Rabbi Yakub Avayu, who was accused of having supervised

the blood letting. They were said, after undergoing severe torture, to have confessed to their crimes and were hanged.

Later, however, the Armenian boy who supposedly had been murdered was found and a new Ottoman governor

punished the accusers, though nothing could be done about the Jews who had suffered in the process.'

As Abraham Ben-Yakob put it, the Armenian and Greek attacks against the Armenians continued in the following

years:

'There were literally thousands of incidents in subsequent years, invariably resulting from accusations spread among 
Greeks and Armenians by word mouth, or published in their newspapers, often by Christian financiers and merchants 
who were anxious to get the Jews out of the way, resulting in isolated and mob attacks on Jews, and burning of their

The Ford Foundation gave its second $20 million grant to the New Israel Fund.
Ford announced the grant to the Israeli civil rights group on Thursday. The New Israel Fund has spent some $200
million dollars over the past 28 years to fund organizations that promote democracy and human equality in Israel.
Its primary causes in recent years have been rights for Israeli Arabs, women and the poor.
This Ford Foundation gave another $20 million grant to the Fund in 2003, creating the Ford Israel Fund. The
Ford fund has three stated goals, according to the NIF Web site: Promoting civil and human rights in Israel,
promoting equality for the Palestinian minority in Israel and promoting a peacful resolution to the Israeli-Palestinian
conflict. It has financed 40 organizations.
"The New Israel Fund is intensely gratified by the renewal of our partnership with the Ford Foundation," said Peter
Edelman, the NIF chairman. "Our combined expertise and shared commitment to the values of social justice has
had a tremendous impact on Israeli civil society."

A top Jewish adviser in two Democratic administrations and the Anti-Defamation League's national director sparred
” Thursday over Jimmy Carter.
Stuart Eizensat, a top adviser to Carter and President Clinton, and Abrahmam Foxman, the ADL leader, appeared
together for a panel discussion on anti-Semitism moderated by author and professor Thane Rosenbaum at Manhattan's
92nd Street Y.
The conversation turned testy when, in response to a question, Foxman offered an explanation for what he described
as Carter's anti-Semitic claim that the media is controlled by pro-Israel forces that keep Americans from hearing
the Palestinian side of the Middle East debate. Foxman argued that Carter adheres to a strain of Southern Baptism
that has not forgiven the Jews for rejecting Jesus.
Visibly frustrated, Eizenstat responded: "Stick to running the ADL -- don't try being a psychologist."
Eizenstat, who has strongly criticized the title and content of Carter's book "Palestine: Peace Not Apartheid,"
insisted that Carter was not an anti-Semite and praised the former president for several steps he took on behalf
of Israel and the Jewish people.

Rep. Dennis Kucinich (D-Ohio) toured areas of south Lebanon marked by Israeli cluster bombs that fell in last year's war.
Kucinich, a long-shot candidate for his party's presidential nomination, said the situation in the region was "dire."
"There has to be a commitment to cleaning up these cluster bombs," he said.
The candidate, who met with Lebanese and Syrian leaders during his trip this week, also called for a more
"even-handed" U.S. approach to resolving the Israeli-Palestinian conflict.
"America must lead the way in this regard, by taking an even-handed approach in the Middle East which
includes establishment of two states, together with the protection of the social, economic and political rights
of Palestinians simultaneous with mandatory, firm long-term structural security assurances for Israel," he said.

An umbrella organization for German unions rejected calls to boycott Israel.
A statement Thursday by the Confederation of German Trade Unions said the body "categorically rejects calls
for boycotts that are targeted one-sidedly at Israeli citizens, institutions and products. Anyone resorting to a
one-sided boycott of Israel will in fact weaken the position of the majority on both sides who are ready for peace
and will play into the hands of radical and fundamentalist forces."
The American Jewish Committee praised the statement as "principled" at a time when unions in Ireland and
Britain are considering such boycotts.

Yes I know most of this to be true if not all. Plus I know how national Socialism was subverted.  The fact is
I already knew quite well the facts of this article.  I did not know Thysen had contributed big bucks to the
National Socialists.  That explains why Thysen invited Hitler to his yacht in the North Sea.  It was at that meeting
that Thysen representing the industrialists and bankers who wanted to use Hitler's movement for their own end
told Hitler to continue receiving their support he would have to suppress his left wing.  That of course was the
People's Army the Brown shirts.
In trade they would continue financial support and allow Hitler to create his personal bodyguard division of SS.
Out of this came the night of the Long knives.  Either believing the lie that Himmler was promoting or doing it
anyhow. Himmler sold Hitler the lie that Rohm and the brownshirts were preparing to overthrow him. They also
used the excuse of homosexuality among a small percentage of brownshirts and the story of general Rohms
attraction to young boys. Hitler had known about Rohms habits for years.  And when Rohm was attacked by
other party members Hitler simply said "it is not my job look under all the beds "
 The newly formed SS murdered about 1500 National Socialists in a few days not just a few homosexuals.
History has shown that there were plenty of closet homosexuals even in the SS.  The vast majority of those murdered
were loyal National Socialist's and loyal to Hitler but believing in the foundations of the National Socialist movement.
Remember as to National Socialism even Hitler said in the early days it was not for export.  It was an internal struggle
to give the working class a better break.  And break down some of the accumulation of super wealth in Germany. 
In other words a class struggle was the basis of National Socialism.
After the Night of the Long knives the corporations, the banks, and the armaments makers were firmly in the saddle
but behind the scenes. They learned to hate Hitler but as long as he made them money they put up with him..  Hitler
then became carried away with his importance.  It almost became National Capitalism.
What do corporations love more than peace?  They love war.  War is a racket.  War is the big money maker. 
And no matter how the war turns out certain international citizens of the world clean up.  At that point Hitler had
to turn the guns outward to maintain power, which of course was a fatal mistake of the German people.  There was
not one thing that Hitler could not have peacefully negotiated even after he had taken the Sudetenland. The invasion of Russia was as wrong as Bush's invasion of Iraq.  The Russian invasion sealed the doom of Germany
and millions of white people in Central Europe and in Russia.  It also guaranteed the establishment of Israel.  For it
was the Hitler government that was negotiating with the Zionists all through the war.  The only thing that slowed it
Jews into Israel even as the war waged on.  There were several ships ready to perform this job but they were
blocked by Roosevelt.  Anyhow the story goes on and on but that's what I know or least a little bit of what I know.

TV shows, commercials, talk shows and even the kid's cartoons are all cramming the joys of "diversity" down a
gullible public's throat. And if that weren't bad enough, they almost always reinforce the message with the statement
of how evil it is to be a "bigot" or a "racist".
But never, ever do you hear anything about whites in a positive light. Even the commercials invariably portray whites
as stupid, uncool, cowardly nerds that look up to their superior masters, the ultra-cool nigger...
Most whites are so numb to this constant brainwashing that they don't even notice it. Or when they do, usually after
someone has pointed it out to them, they don't see anything wrong with it, and in fact defend the propaganda, getting
downright hostile at times. It's as if they're all under some evil spell where logic and common sense and the will to
survive are gone. It's frightening.
Sometimes I want to go outside and scream to the moon at the top of my lungs in rage and frustration.
Recently I saw three fifteen-year-old white kids walking down the street. They were all dressed like street niggers,
down to the baggy pants and backward ballcaps. They even walked like niggers. I swear to you all that I almost went
postal then and there and ran them over. But that's all they have for role models. Liberal-controlled TV won't allow
any whites heroes to come up through the ranks anymore and the kids have no white role models or heroes. So what
do they use? Niggers.

But I blame their parent for this. They knew this crap was going on, but they were too busy with their own lives to
spend the time it takes to properly raise their kids. They turned them over to the enemy to twist their hearts and minds
daily in the public schools. They should have been home-schooling them instead. And they should have been
teaching them morals, ethics and white pride instead of letting MTV babysit them while they had their cocktails
after work.
Their parent should be taken out and tarred and feathered and stomped for a week solid for what they've done

Regarding the radio shows, you put out a lot of good info and I enjoy disseminating it to people who are

stuck in the habit of getting their news from the main corporate-controlled news outlets. When asked,

"where do you get all this information from?" I simply say "from alternative news sources."

Anyway, I specifically enjoyed this past week's shows regarding the trucking industry. I'm not sure if you

made a connection between the trucking situation and the farming foreclosures of the 1980's. I'm not sure

I completely understood it all either.I haven't finished listening to Thursday's show. Not exactly sure what

happened in the 80's but know a woman who used to live and work on a farm and she said the government

applied all these new regulations and upgrades which made it impossible for regular working class folks to

afford. I thought of this when it was mentioned on your show that all sorts of emissions compliance regulations

would be put into effect. If I'm not mistaken, such actions have one purpose and that is to put the small

working man's businesses out of order.
Weren't the farming foreclosures of the early 80's a direct cause of the birth of Bob Mathews' Bruders?

Yes you're right the order, Louis beam and a whole bunch of militant farmer groups become  quite militant
 during the 80s.  The banks were auctioning off farms all over the place.  Many farmers committed suicide. 
 Arthur Kirk was a farmer and he stood off the sherrifs, and other law enforcement agents.  They killed him.  
Actually it started back during the Vietnam war.  We formed anti-tax groups all over the country.  A lot of our 
people lead these groups.  We performed a lot of militant action to save farms, homes, and businesses during that 
time.  We would surround the businesses or the homes and not allow the IRS agents in.  If they started an auction 
we would saying patriotic music so loud they couldn't have an auction.  The same feelings simmered on into the

I myself refuse to pay federal income tax and the government seized my house once and try to seize it twice but
 I was able to get out of it.  There are pictures of my son John and I when he was about seven or eight years old 
standing in front of my business and Fallbrook California with the 13 star flag flying at me holding a double-barreled
 shotgun.  That picture was in the old spotlight newspaper.  I had a big sign in front of the store that stated IRS 
not allowed and etc. That was backed and 71.  I also traveled across country to help save other guys business's.  
One was a Vietnam vet that the IRS was trying to seize his pizza parlor in Michigan.  A whole lot of us showed up 
with shotguns to defend his restaurant.  Shortly after this.  I was putting men on the border.  As many as 50 uniformed
 and at a time.  It seems like I've been at this a thousand years.  And genetically I have.

Germany's NDR public broadcaster fired a talk show host and author on women's issues after she praised Nazi

Germany's attitude toward motherhood, the station said Sunday.
NDR said Herman, who has written books urging a return to more traditional gender roles, was fired after confirming

to station management that she made the statement reported in the Bild am Sonntag newspaper on Sunday.
The statement was: "What I wanted to express was that values which also existed before the Third Reich, such as family,

children and motherhood, which were supported in the Third Reich, were subsequently done away with by the 68ers" —

a reference to 1960s leftists.
Other news reports had quoted her as saying at the presentation of her latest book that, while there was "much that

was very bad, for example Adolf Hitler," there were good things, "for example the high regard for the mother" under the

Nazis.
NDR program director Volker Herres said in a statement that "Mrs. Herman's authorial activities are in our view no longer

compatible with her role as a television moderator and talk show host."

LEADING bankers are warning of the worst crisis in the money markets for 20 years, which will come to a head this

week when $113 billion (£57 billion) of commercial paper – market IOUs – comes up for refinancing.
This huge refinancing, mainly through London, exceeds the $100 billion that became due in mid-August, and which

sparked the most serious phase in the money-market crisis, which has seen banks scrambling for funds and market

interest rates rising sharply. "This is a serious pressure point," said one leading banker.
Another senior executive of one of Britain's top five retail banks said: "These are the worst conditions I have seen in

money markets for 20 years".
The huge amount of commercial paper becoming due is the hangover from the crisis in credit markets that began with

American sub-prime mortgages. Many of the off-balance-sheet structured investment vehicles (SIVs) set up by the banks

were borrowed in the form of asset-backed commercial paper.

Now, even if they succeed in rolling over some of this paper this week, they will eventually be forced to take some of it –
 much of which is of questionable value – onto their balance sheets. To meet this potential liability, banks are hoarding cash 
and have stopped lending to each other. This has created a liquidity freeze. 

"Asset-backed commercial paper is rolling off every day and the banks are taking more and more onto their balance sheets,
 which is using up capital," said Paul Mortimer-Lee, global head of market economics at BNP Paribas in London. "It is both 
a liquidity and a capital crisis." 

His view was supported by a top banker who said: "Even the very solid banks that were not at the sharp end are hoarding 
liquidity to ensure they can fund the rollover." 

The Bank of England, which last week announced the injection of up to £4.4 billion of extra liquidity into the money markets
 for each of the next three weeks, is policing the problem, bankers say, but has no plans to change its tactics, which have
 drawn criticism. 

Its first significant response to the crisis came only a few days ago, after weeks in which the European Central Bank and 
Federal Reserve had injected tens of billions of euros and dollars in an effort to steady the markets. But the Bank's 
upporters said the criticism was unjustified, and that it had been right to limit its action. They pointed out that, properly 
measured, the rise in sterling money-market rates had been similar to that for dollar rates. 

The prospect of serious market indigestion from maturing commercial paper is not the only headache for the banks. 
Globally, they have $380 billion of loans and bonds to be laid off from leveraged buyouts and other private-equity 
deals at a time when the markets have shifted sharply against them. 

The crisis has led to a big change in interest-rate expectations. 

After the Bank's quarterly inflation report a month ago, most economists were looking for a further hike in Bank rate 
to 6%. Now, according to a survey by Ideaglobal.com, the financial-research company, only 36% think the next rate 
move will be up, while 64% are looking for the next move to be down. 

Most do not expect that to happen until next year, although economists say the situation is changing rapidly. 

The Federal Reserve is widely expected to begin the process of reversing the recent rise in global interest rates when its 
cuts the Fed Funds rate on September 18 in response to the market crisis and weak American jobs data. 

Last Wednesday, the Bank and the Financial Services Authority called a meeting with Britain's top banks to hear how 
bad the liquidity freeze is. 

In the short term, the credit crunch is forcing up the cost of borrowing and the Bank is concerned that this could spill 
over into the wider economy, making it difficult for businesses to raise long-term finance. 

What has compounded the problem is that nobody yet knows who holds the commercial paper that is exposed to the
 US sub-prime mortgage market and has been dubbed as toxic. Britain's big banks have varying degrees of exposure 
but it is not seen as a huge problem. One banker said: "We don't know yet what we could be holding on our balance 
sheet in one week or three months' time. No bank will escape some impact on its profit-and-loss acount. But will it be a 
mega number resulting in a material hole in its balance sheet? I doubt it." 

Commercial paper is typically soaked up by pension and insurance funds. But until they are able to work out their exposure,
many of them are refusing to buy any more. It is this buying strike that has created the liquidity freeze. 

Another senior banker said: "What nobody knows is whether this will spill over into the wider economy". 

The crisis is having a huge impact on the way banks conduct their business. Northern Rock, the troubled bank, is facing 
a battle to raise up to £3 billion in funding it needs from the debt markets in the next three months. 

Northern Rock has been particularly vulnerable because it relies on the credit markets for about 70% of the funds it needs
 to finance its aggressive mortgage lending. Some debt analysts believe that the bank may need to raise up to £8 billion if it
 is to sustain its ambitious targets and take mortgages that have been written several months ago off its balance sheet. 

There have also been suggestions that the funding pressures could force Northern Rock to issue a second profit warning. 
In June the bank said that £180m to £200m in income had been wiped out after it failed to pass on higher-than-expected 
borrowing costs to customers rapidly enough. 

Other banks, including Anglo Irish, another big user of securitisations, also face a credit squeeze. 

The refinancing of the commercial paper is expected to start tomorrow and end on September 20. In that short period the 
City is braced for huge market volatility. 

The big high-street banks are exposed to billions of pounds of commercial paper, a lot of which is high quality. But they will 
still need the capital to take it back onto their balance sheets. When the markets recover, analysts say there will have to be a
 post mortem over the different ways that America's Federal Reserve, the European Central Bank and the Bank of England 
acted during the crisis. The rating agencies are already being investigated and are expected to be severely criticised.
